Why did Fruita Terminate and Create a New (Second) ROW RFP?

The City of Fruita issued a new (second) ROW RFP and awarded it to “HDR“ with contract terms: ”The term of this Agreement shall commence on the day signed by the City Manager,”. This contract was signed by Shannon Vassen on 3/10/25.

ROW Acquisition Contract 2 End Date: 2/28/26, see: “This Amendment will fix the original Agreement termination date from February 28, 2025, to February 28, 2026.“

Why did Fruita terminate the 1st ROW Acquisition contract?
