Fruita ROW Acquisition RFP - Why Two?

The City of Fruita’s (first) Professional Right-of-Way Acquisition Services Request for Proposals (RFP) was awarded the contract to A Project Resource. The contract specifies: “The term of this Agreement shall commence on the day signed by the City Manager” which was signed by Michael Bennett on June 7th, 2024. (Fruita’s Scope of Services map is the same one used in the Eminent Domain Assessor solicitation letter that East of Fruita private property owners received.) Why did Fruita issue a new RFP before the end of the contract term of their initial ROW RFP?

ROW Acquisition Contract 1 End Date: 4/30/25, see: “The term of this Agreement shall commence on the day signed by the City Manager of the City of Fruita, and shall continue through April 30, 2025, with the option to extend the Agreement for 4 additional 12 month terms.“
