The lack of transparency and accountability from City of Fruita and Mesa County make it very difficult to know, however City of Fruita states (in response to Colorado Open Records Request) that: “As the Skiff/19 Road project is not a City project, the City does not have any correspondence responsive hereto.“ Yet, this Response to Comments for the Iron Wheel Subdivision is addressed to City of Fruita, Attn: Dan Caris and states: “The Palmer Drain is to be piped“.
